Update:

The U.S. H visa issued to Chinese citizen now has multiple entries within one year. The goal is achieved no matter how much impact of the NIU’s petition brought to this positive change. 

 

The letter to State of Department about US-China work visa inequality from NIU:

Dear Sir/Madam,

Based on visa reciprocity rules http://travel.state.gov/visa/frvi/reciprocity/reciprocity_3272.htmlThe Foreigner Residence Permit, typically good for one year and renewable annually, is standard issue for the majority of foreigners working in China, though some (such as company executives, legal representatives, or investors) qualify for a permit that is good for two years. With a valid residence permit you are allowed to leave the country and return, even if your initial entry visa has expired.For Chinese citizens working in the US, H1b visa is valid for 3 months. Upon entering the US, US Customs and Border Patrol officers decide the length of stay for each visa holder and stamp the validity of the entry on I94 form. Although Chinese citizens can legally work with expired H1b visa and valid I94 form, we have to obtain new visas if we leave the US and come back later. There is no United States equivalent of Chinese 'Resident Permit' that allows permit holder with expired work visa to enter China multiple times within one or two year. We strongly believe
the visa reciprocity rule should reflect the actual effect of the visa. I summarized the real effects of both type of visa in table below:

To respect the equality principle of visa reciprocity rule, we would like to ask you to petition US Department of State to grant Chinese H1b visa holder multi-year and multi-entry visa.  Your attention and response to this matter are greatly appreciated.
